There are some good bargains at hotels in Tallinn, and standards are fairly high, at least in the 3-star and above ranges. Hostels in Tallinn can be quite cheap, and most of them have affordable private rooms that are a good alternative to the 1 and 2-star hotels.
Hotels in Tallinn are at their most crowded and expensive from June through August, just as you might expect. The main tourist season stretches from April to October, but you can get some better deals near the ends of that range, especially with higher end places. Prices are definitely lower during the rest of the year. Tallinn hostels don’t change their prices much through the year, though it’s definitely much easier to find a bed outside of the peak summer season.

Summers are definitely the time to visit Tallin, with long days and reasonably warm weather most of the time. The entire stretch from May through September is usually pleasant enough, but the rest of the year ranges from cold to very cold. There isn’t much heavy snow in winter, which helps, but unfortunately it’s freezing so often that whatever snow falls does tend to stick around for a long time.
